My Lord,
I have the honour to request Your Lordship to
authorise the writing off of a sum of $1,829.52 due to the
Goverment by a Mrs. L. N. Remedios for interest fram April
to December, 1929, inclusive, under a mortgage for $28,700.00.

The circumstances in which the mortgage debt
was contracted were as follows:

In July 1918 Mrs. Remedios (then Mrs. da Silva)
purchased Inland Lot No.2237 situate on Bowen Road, and
erected thereon, at a cost of approximately $100,000.00,
house the building of which was completed in October, 1922.
Owing to labour troubles the cost of building
a
greatly exceeded anticipations and, in order to raise the
necessary funds for completion of the building, the owner was
compelled to sell another house which belonged to her.
After the completion of the building the owner
raised sums of $47,000 and $10,000 by mortgaging the premises
to the University of Hong Kong and Mr. C. F. de Carvalho
respectively.
At this time the value of the property was
probably in the neighbourhood of $100,000.
